The Cultural Alliance of York County Announces New Leadership

York, PA – The Cultural Alliance of York County is pleased to announce the election of new board officers and re-election of board leadership at the December, 2018 Board of Directors meeting.

Board Director Thais Carrero is new to the Cultural Alliance Board of Directors. She is a native of Puerto Rico and has lived in Pennsylvania since 2016. She is the Deputy Communications Director for the Pennsylvania Department of Community and Economic Development. Her bicultural background and focus on community collaboration has led her to a number of volunteer opportunities and community leadership roles. She serves on the board of Latinos Unidos of York, York XL, York Young Professionals and is a member of United Way’s Emerging Leaders Society. She is committed to engaging communities and organizations in conversations to create solutions for the problems facing our neighborhoods.



Board Director Loren Kroh is new to the Cultural Alliance Board of Directors, but has served as an annual campaign volunteer for the last several years.  He is a managing member of Corvus LLC, a start-up company formed to develop a web-based system, Campus ToolKit, to improve retention rates and student success of post-secondary students.

He has served on several community organization boards including the Appell Center for the Performing Arts and received the White Rose Achievement Award for his service from the York County Economic Alliance in 2018.


Board Director Keith Noll is a Senior Vice President of WellSpan Health and the President of WellSpan York Hospital.  He attended Penn State University receiving a baccalaureate degree with honors in Health Planning and Administration.  Keith then went on to the University of Minnesota’s graduate program in Hospital and Healthcare Administration graduating summa cum laude.  After starting his career at the University of Pittsburgh Medical Center in 1989, he moved back to his hometown of York, PA in 1998 to join WellSpan Health. He has worked in a variety of roles within WellSpan and has been the President of WellSpan’s flagship hospital since 2010.  In additions to his position at WellSpan York Hospital, he has corporate responsibilities for Supply Chain Services and Graduate Medical Education.  Keith volunteers his time as a trustee and chair on several local, state and regional Boards of Directors such as the York College of Pennsylvania, Penn State York, York County Economic Alliance, the Pennsylvania Crime Stoppers, and the Regional Board of the American Hospital Association.


Board Director Frances (Fran) McCabe Polk was born and raised in York and graduated from York Suburban High School.  She received her bachelor of fine arts in arts education from Carnegie Mellon University.

Professionally, Fran taught art in Washington, D.C. and York City public schools.  Both teaching positions dissolved when budgets were cut, and she joined the Pfaltzgraff Company with positions in sales, marketing, and public relations.  Upon retirement, she returned to her artistic roots, taking classes at York College.  In the community, she served on several boards, a focus of which were arts and culture organizations.

She was president of YorkArts, now Creative York, President of the PA Arts Experience, and she was Chair of the York County History Center board of directors


Board Director Giana Van Nice joins us with experience as a Human Resources Director in large manufacturing and distribution, software development and retail businesses.  Giana earned a Masters Degree in Human Resources Management from Keller Graduate School and her Bachelor’s in International Relations from the University of Southern California.

She has lived in Japan, the Czech Republic and Costa Rica and served over 10 years in the US Navy as a Surface Warfare Officer.  Living on a working farm raising grass fed and grass finished beef, Giana loves all art related to agriculture and the rich history of York County.  Giana is married to Daniel and together they have four children, Jareth (15), Jaylen (11), Jesse and Joy (both 5.)  In her spare time, Giana teaches Human Resource Management to graduate and undergraduate students at both SNHU and UMUC.



Founded as a United Arts Fund in 1999, the Cultural Alliance’s annual campaign supports eight partner agencies that are essential to our cultural core and funds the Creative Impact Award grants that bring arts and culture to life in York County. Since its inception, the Cultural Alliance’s annual campaign has raised $10.4 million cash and more than $2 million in-kind support.
